Wanted child molester claims his GPS tracking device disappeared while he was ‘blacked out drunk’

SEATTLE -- Department of Corrections Officers in the NW Community Response Unit are asking for your help to find Level 2 sex offender Ryan Lind.

He was convicted of three counts of Child Molestation, second degree. He has a warrant for failure to report into DOC as required by law.

Officers reached him by phone and he claimed that he had gotten "blacked out drunk," woke up and his GPS tracking unit wasn't on his leg anymore.

Lind is known to frequent the Seattle area and work in the restaurant/bar industry. He is 5'07", 170 pounds with brown hair and eyes. He has multiple tattoos including teardrop on his face and 'Gods' on his right knuckles and 'Peed' on his left.

Tracy Hoggatt: ‘Three strikes’ offender released on clemency now wanted again

SEATTLE — A ‘three strike’ offender released from the Yakima County jail on Tuesday and ordered to take a Greyhound bus to Seattle and then to a transition house in Kelso is wanted now after disappearing.

Officers viewed 59-year-old Tracy Hoggatt boarding the bus in Yakima County and he was told they would be waiting for him in Kelso when it arrived.

It’s believed Hoggatt exited the bus in Seattle during a layover as his name was not on the passenger list when the bus arrived in Kelso.  Now, a Department of Corrections warrant has been issued for his arrest and officers are asking for the public’s help to locate him.

Hoggatt had been serving a life sentence after convictions for Robbery 2nd Degree, Assault 2nd Degree and Theft 2nd Degree. He was released on clemency on July 23, 2018.

According to The Daily News Online, Gov. Jay Inslee commuted Hoggatt’s sentence on Jan 16, 2017, finding that Hoggatt had “taken steps to turn his life around and developed a strong sense of empathy.”

The news article included Hoggatt’s statement to the clemency board.

“I will not let any one of you in the community down,” Hoggatt wrote. “I will demonstrate my ability to be a law-abiding, successful, responsible, trustworthy, and resourceful citizen. The possibilities are endless if we trust in God.”

A little more than three months later, Hoggatt was taken into custody again on October 31, 2018 for violating the terms of his release by consuming alcohol, not living at an approved address and associating with a known criminal/drug user. He remained in custody for 10 months until the Governor and clemency board reviewed the case and released him again on Tuesday.

When Hoggatt didn’t arrive the next morning at the transition house in Kelso, officers reached him by phone and he told them he missed his layover bus in Seattle.  Hoggatt claimed he had contacted his fiance’ and she would drive him to Cowlitz County. When he did not report to the Department of Corrections office in Longview as directed by Community Corrections officers by 8 a.m on Wednesday, a warrant for ‘Escape Community Custody’ was issued for his arrest.

Hoggatt has history of eluding law enforcement. In 1995, Hoggatt went to Canada for 6 months to avoid trial in Cowlitz County for a burglary because he was facing life without the possibility of parole. He was arrested when he returned in 1996 and Burglary and Bail Jumping.

Tracy Hoggatt is 6’01’, 205 lbs. He has a previous address in Arlington but officers have not been able to locate him and say he could be anywhere from Snohomish County to Cowlitz County.

“It’s very suspicious”— Puyallup assembly hall fire may be the latest in a string of arson cases

PUYALLUP, Wash. -- A fire at The Assembly Hall of Jehovah's Witness in Puyallup early Tuesday morning may have been the work of an arsonist, according to investigators.

Both local and federal detectives are now working to determine the cause of the fire that happened at the worship facility on 62nd Avenue in Puyallup.

Investigators say this latest fire may be connected to a string of arson cases last year at several Kingdom Halls across the South Sound.

A black charred wall at the Puyallup Assembly Hall is now the focus of Bureau of Alcohol, Tobacco, and Firearms investigators after flames ignited there around 2 a.m. Tuesday.

Detectives say there are some obvious red flags in this case.

"It's very suspicious," said Jason Chudy with the ATF. "It’s very similar to a number of the incidents that happened in Thurston County last year."

ATF investigators say this latest case now makes for a total of 7 active criminal investigations where Jehovah's Witness facilities have been targeted by fire or bullet holes across the South Sound.

Since March 2018, incidents have happened at Jehovah's Witness facilities in Tumwater, Lacey, Olympia, Yelm, and now Puyallup.

"There are a lot of people who may have misinterpretations of what we believe or don’t understand what we believe, but Jehovah's Witnesses are peaceful, loving people," said Kelcey Kleinman, a congregant of the Puyallup assembly hall.

Kleinman says this latest fire is raising concerns among congregants.

"It is worrisome of course for all those that meet at the different kingdom halls in the area. I’m sure it causes stress and anxieties they hadn’t had before," Kleinman explained.

ATF investigators say the fire at the assembly hall on Tuesday would have been much worse had they not had a working sprinkler system in place.

They're now reviewing surveillance videos to see if they caught a glimpse of whoever is responsible.

Congregants of the assembly hall say they're just thankful no one was seriously injured. Meanwhile, investigators want whoever is responsible placed behind bars before these crimes escalate.

"They need to get help," Chudy said. "They need to turn themselves in to law enforcement; they need to get the help they need."

A total of $36,000 is now being offered by several agencies for information that leads to an arrest for whoever is responsible for the previous attacks on kingdom halls across Thurston County last year.

Zachary Kier: Convicted felon wanted for Marysville hit-and-run that left his passenger on life-support

MARYSVILLE, Wash. — Marysville Police are asking for the public’s help to find 27-year-old Zachary Kier.

He is wanted for Felony Vehicular Assault, Hit and Run, Eluding Police and Possession of a Controlled Substance with Intent to Deliver (Heroin and Meth). Kier is accused of fleeing from police in his sister’s Jeep Cherokee in the early morning hours of August 3rd, hitting a Chrysler 300 head on at 60 mph at 11400 block of Quil Ceda Blvd., injuring a couple in their early 70s and putting his own backseat passenger on life support.

Marysville PD Officer Joe Belleme with the Collision Investigations Unit says Kier ran off into the woods after the crash, leaving his girlfriend and friend behind in the car. 35-year-old Dana Krum is now on life-support.

"He's got a sweet mom. I've spent some time with at the hospital, I've been on the phone with her a bunch just trying to see how he's doing. She loves her son. She's helped raise her son's child. She's been really involved in his life and this is just tearing her apart," said Officer Belleme.

Kier's girlfriend was treated at the hospital and left on her own.

Kier's own passenger is now on life support

The female passenger in the Chrysler 300 spent her 72nd birthday at Harborview Medical Center. Police say she had an elbow replacement, a broken right ankle, broken bones in her left foot and a broken shoulder. Her husband suffered some injuries but not as severe.

"They had just spent the night at the casino having a great time, spending time together," said Officer Belleme.

The two were heading home to Camano Island and had just exited a large roundabout to the north of the Seattle Premium Outlets when their Chrysler was hit head-on.

"It was a violent collision. It pushed that victim's vehicle back about 15 - 20 feet and it almost kicked it 90 degrees sideways," said Officer Belleme.

Police think Kier fled the scene because he is on supervision for Possession of a Controlled Substance and is not allowed to leave King County without permission from his supervising DOC officer. His criminal history includes convictions for Theft, Identity Theft, Forgery, Possession of a Stolen Vehicle, Vehicle Theft and numerous misdemeanors.

"You can't just drive your vehicle and crash into 71-year-old victims, leaving your passengers behind and exit. I mean, there's some real responsibility here he needs to take. Some people were seriously hurt and he needs to turn himself in and come forward," said Officer Belleme.

Zachary Kier is 5'11", 180 pounds with brown hair and eyes.

She’s an identity theft suspect accused of forging and cashing checks that were stolen out of a victim’s mailbox.

She’s 28 years old, 5’4” and weighs 115 pounds.

WANTED IN YAKIMA —
An ‘armed and dangerous’ gang member accused of attacking a rival foe in Yakima is wanted.

Shawn Jones has an arrest warrant for assault and felony harassment with threats to kill.

Yakima Police believe he’s armed with a semi-automatic handgun.

Detectives say the gang attack happened in early June and two other suspects involved in the case are in custody — now it’s time to help Yakima Police track down Jones.

He’s 20 years old, 5’4” and weighs 135 pounds.

WANTED IN SPOKANE COUNTY —
Surveillance video shows a woman walk into the Umpqua Bank on N. Division St. in Spokane on Monday. She robbed the bank and with the kicks she’s strutting in —  I’m dubbing her the ‘Tall Boots Bandit.’

She tried hiding her face with her hand when she walked in and out of the bank, but failed as you can see from all the really good looks at her.

She hit at 3pm, in broad daylight and threatened the teller that she had a knife.

Detectives think she’s white, in her 20’s or 30’s, medium height, thin, with sandy to dark brown hair that had blue or purple highlights.

Cory Smith: ‘I stay fresh like I’m wrapped in plastic’ tattoo shows how dangerous fugitive holds himself in high regard

BREMERTON — “I stay fresh like I’m wrapped in plastic” is one of the many tattoos Cory Smith has that police hope will help you spot him.   Those words are inked on his left forearm. He also has dollar bills tattooed on both sides of his neck.

Bremerton Police are asking for your help to find him.  The 32-year-old is believed to be armed with a handgun and has fled from officers several times recently. He is wanted for on two felony warrants for Attempting to Elude Police and for a Department of Corrections Escape Warrant.

“He basically ran when my partner tried to stop him for some traffic violations and then we figured out who he was and we found the vehicle and then when we tried to contact him a second time after learning who he was, he eluded us again and then after we towed his car he broke into an impound lot and took some things out of the vehicle,” said Bremerton Police Ofc. Derek Ejde. “Anytime that you run from police in a vehicle I think you’re a danger to the public. I mean, you put everyone in jeopardy when you decide to drive at high speeds and weave in-and-out of traffic and disobey just about every traffic law you can think of. I obviously can’t read his mind, but you know if he’s willing to run from us in a car, he’s obviously going to run from us on foot and who knows if he’s going to do anything else to avoid being taken into custody. We really want to find him, so he’s very important to us right now.”

His criminal history includes Illegal Possession of a Firearm, Eluding Police and Residential Burglary.

Smith also has ‘Can’t stop’ tattooed on his right hand and ‘Won’t stop’ on the left hand as well as “good times” and “sad times” on his neck.

Angry vandal smashes window at Beth’s Cafe in Seattle; rams cars during escape

SEATTLE – Seattle Police are investigating after an unidentified man threw a large 'No Parking' sign through the window of the very popular Beth's Cafe on Aurora Ave. N early Sunday morning, almost striking an employee.

"One of our staff, a hostess, was doing side work on that table. She's leaning over the table just seconds before he chucks it through the window so she was that close," said manager Clint Drake.

The suspect was angry because he was denied service because he was about to get into a fight. Surveillance video shows people inside the restaurant quickly racing out to try to stop the suspect.

He got into the passenger seat of a black Prius that rammed two cars while leaving the scene. The restaurant estimates the damage at $3,000. Fortunately, nobody was hurt.

"There were four people in the table behind it that may have gotten showered with glass. There was glass all the way to the end of our backroom here," said Drake.

Indecent exposure suspect sought in Kitsap Co.

SILVERDALE, Wash. — Authorities in Kitsap County are searching for a suspect in recent indecent exposure incidents.

The Kitsap County Sheriff’s Office says a man has reportedly exposed himself to both adults and children.  The incidents have been reported in stores and public locations.

The sheriff’s office on Tuesday released two photos of the suspect at an unspecified store in Silverdale.

CAPTURED: Suspect in robbery at Seattle bike shop arrested after owner fights back

UPDATE -- A suspect accused in a robbery at Pedal Anywhere in Seattle's South Lake Union neighborhood in in custody.  Officers with DOC's NW Community Response Unit arrested him today in Seattle.    Q13 News is not naming the suspect until formal charges are filed in the case.

He was booked into the King County jail for investigation of robbery and a Department of Corrections warrant for violating the terms of his supervision after a conviction for violating a domestic violence no contact order.   The suspect was identified thanks to anonymous Q13 News viewer tips to Crime Stoppers of Puget Sound.  He is being held without bail.

SEATTLE -- Police are investigating an attack on a local bike shop owner during a robbery.

It happened Monday at Pedal Anywhere in Seattle's South Lake Union neighborhood.

Video of the attack shows the shop owner fighting back during the robbery, even grabbing a large wrench. She says the suspect had visited the store a little over a month ago to have a bike fixed. Employees realized it was stolen by checking the bike index, and gave him the option to take a donated bike.

Patricia Ramos says she never expected him to return, but says when he did he was mad. She says he refused to leave and then attacked her.

"So I looked back and there was this huge wrench in the back that just seemed like the first thing I could grab," Ramos said. "And since he had threatened me again, I just wanted to make sure he was out and never came back again. So I ran at him and then he hit me against the desk and I rolled over. I fell and then I chased him out, screaming as loud as I could to see if anyone would come and help."

She says not only did the man get away with a bike, but she suffered bruises on her jaw and legs and will need surgery on one of her fingers.  She says the bike shop is now looking into ways to make their business safer.

CAPTURED: Robbery suspect accused of stealing ‘Layla’ from man in Capitol Hill pleads not guilty

SEATTLE — Isaiah Power pleaded not guilty today in King County Superior Court to Robbery in the 2nd Degree.    The 19-year-old is accused of stealing Jeffrey Almes’ dog ‘Layla’ from the Hilltop Market in Capitol Hill on July 4th during a robbery that was caught on surveillance video.    One suspect who has not been identified can be seen hitting Almes in the chest, knocking him down as police say Power stole the dog.   Almes was recovering from injuries sustained in a recent car crash at the time of the attack.  Dog stolen during robbery  

According to court documents, Power told detectives he was trying to rescue the 9-year-old boxer because he thought she was being abused. However, police say he never called Animal Control or 911 to report it.

‘Layla’ was finally returned to Almes more than 3 weeks after she was stolen by a man who said he had found her wandering around Capitol Hill and was caring for her.   Today,  Almes told me that ‘Layla’ is doing well and just had a checkup at the vet.  “She’s acting like a one year old. She’s doing great,” said Almes.

Because Power has no prior criminal history, Judge Veronica Galvan ordered him to be released on $1,000 bail with electronic home monitoring.  He has been in jail since Seattle Police arrested him on August 3rd at his apartment in the U-District.

Help ID seemingly random stabbing suspect who struck after ‘stare down’

WANTED IN SPANAWAY —
Can you identify this suspect in a stabbing on August 14th, at 204th St. E. and Mountain Highway, near the Walmart in Spanaway?

Detectives say he appears to be a black male in his late teens or early 20’s, 5’7” tall, slender build, and was wearing a black hoodie and jean shorts.

He was driving an older white Ford Explorer.

Deputies say the victim suffered serious but non-life threatening injuries.

Witnesses said the suspect drove past them just before 4pm as they were sleeping on a grassy area behind the Jack in the Box restaurant and stared them down. “We believe he was driving down the road, looked over, saw somebody sleeping on the side of the road, near a homeless camp and went, intentionally hid his vehicle, came back with a knife, stabbed him multiple times, fled the scene, ran through a parking lot, threw the knife up on top of the Walmart building, got in the back of the store, got in the vehicle and fled the scene. At this point we don’t know who the suspect is and our victim doesn’t know who the suspect is. We don’t know if this is just random, or mistaken identity thing, but either way, we have somebody who’s armed with a knife, that intentionally hid his vehicle, went after the victim, who was sleeping on the side of the road, stabbed him, then fled the scene and tried to hide the weapon,” said Pierce County Sheriff’s Det. Ed Troyer.

Help find, identify slew of crime ring suspects connected to gym locker thefts

WANTED IN EVERETT —
Everett Police say for the past three months, the 7 suspects above have been entering local fitness centers, gyms and recreation centers to break into lockers and steal financial information which is being used throughout the Puget Sound area.  Detectives say several of the locations have been hit multiple times, on the same day.

Everett Police say they have probable cause to arrest the 7 suspects for charges including Identity Theft, Forgery, Possession of Stolen Property and Theft.

There are also several unidentified suspects shown in the photo gallery below who need to be identified.

Police say one of the suspects involved was arrested and told detectives that there are about 30 people in the group committing the locker thefts. He said the group travels all over to break into gym lockers — even to Oregon and California. Detectives say the suspect admitted to committing roughly 30 thefts in the past six months. Within days of his release, police say the suspect was again contacted and arrested — in a gym — for the same crime.

Detectives say surveillance video you can see below shows two of the suspects, Taylor Freeman and Sukjae ‘Eric’ Woo, enter a gym and walk past employees without signing-in. Police say they pretend to log-in, or use a false name.  In many cases, the suspects enter wearing one outfit and leave wearing something slightly different. While in the locker room, detectives say the suspects break into lockers to steal wallets, money and even keys. Police say there have been several cases where the victim had their wallet stolen from their vehicle — and in some cases — the vehicle was also stolen. After the gym, detectives say the suspects go to local businesses and purchase gift cards.

Everett Police says it's investigating over 20 reported cases with financial fraud in the thousands of dollars and working with other law enforcement agencies in King and Snohomish Counties.

Jerame Doyle: Help Puget Sound Auto Theft Task Force find accused car crook

WANTED IN PIERCE COUNTY and PUYALLUP —
The Puget Sound Auto Theft Task Force is asking for your help to find Jerame Doyle.

He has warrants in Pierce County for Burglary 2nd Degree and in Puyallup for Theft of a Motor Vehicle, Unlawful Possession of a Stolen Vehicle, Attempting to Elude a Pursuing Police Vehicle and Possession of Vehicle Theft Tools.

Detectives say those charges stem from a pursuit last April in Puyallup, where police say Doyle drove double the speed limit in a stolen truck with no regard for public safety, before clipping an oncoming truck and rolling the vehicle twice. The driver in the truck he hit was hurt and taken to the hospital. Officers say they found 8 ‘jiggler’ keys used to steal vehicles.

Doyle has not shown up to court.

He’s 37 years old.

He has ties to Cle Elum and convictions in Kittitas County for two counts of Possession of a Controlled Substance, Possession of a Stolen Vehicle and Vehicle Theft -- after crashing a stolen truck into the Jersey barrier on westbound I-90 in January of 2018 -- while high on meth.

Kier has also been convicted for identity theft in King County, when he was living in Sammamish, after using a stolen credit card for more than a $1,000 in charges at Home Depot and Best Buy.

WANTED IN SEATTLE —
Seattle Police are asking for your help to identify a suspect who is burglarizing businesses in the middle of the day.

Take a look at the surveillance photos showing the guy police are trying to find. He’s wearing a T-shirt used for construction, but that may be just a disguise. There is one good clue: Look at the photos of the tattoo on the back of his right elbow that says ‘JP,’ or ‘JR.’

This crook has been spotted in the SODO area of Seattle. That’s where he broke into a suite of offices on 1st Ave. last month — stealing $120,000 in cash and gold coins from the locked office of an investment business while the owner, Chris Flugstad, wasn’t there. “A number of individuals said they recognized the same person, did the exact same thing in their building, walked in during business hours, this was like 3pm and casually walked around and stole stuff and then left,” said Flugstad.

He says the guy also stole some very valuable, rare whiskey and he would have gotten away with even more coins if not for another very vigilant business owner in the building who confronted him. "I looked at him and I said to him, ‘Can I help you?’ He looked at me, did not respond. He was carrying two cases. He put them down. He continued to look at me. I stood there. He walked down the steps and continued going east to the corner, across the street to the railroad yard, made a left, went about a block, spoke to a fellow on a bicycle, came back to 1st Ave., crossed 1st Ave. and continued north. During this time, I said to him probably 4 or 5 or 6 times, ‘Stop! I'd like to talk to you. Stop! I'd like to talk to you.’ He ignored that, of course and went about his way."

Since he broke into the offices on July 25th, they have upgraded their security even more and are hoping somebody can help Seattle Police identify him. Elias Sanchez: Wanted High-Violent Offender busted for meth while turning himself into jail

WANTED BY DOC IN TRI-CITIES —
Almost unbelievable how High-Violent Offender, Elias Sanchez, got busted for meth: He went to turn himself into the Yakima County Jail to do time on a separate case — and corrections officers say he was so high on meth — that he forgot he had a bunch of it on him that officers found as they were booking him into the jail.

Now, he’s breaking probation in Benton County on that meth bust and wanted by the Department of Corrections for Escape. Sanchez also has a warrant in Benton County for skipping court on two misdemeanor charges.

His rap sheet includes convictions for multiple assaults, a domestic violence no contact order violation, criminal impersonation, and obstructing law enforcement.

He’s 29 years old, 5’7” and weighs 150 pounds.

DOC officers say he was last living in Prosser and has ties to Grandview.

FUGITIVES UPDATE August 23, 2019 —
Mountlake Terrace Police say they have identified two of the shooting suspects and need help finding one of them, Dominque Thomas.

Detectives say he’s the one seen hiding behind the Jeep, shooting at the rival suspects in the Nitro that still needs to be found — and running up a street before both vehicles take off after the gun battle on July 26th.

Detectives say they have Probable Cause to arrest Thomas for Drive By Shooting and Unlawful Possession of a Firearm — and consider him ‘armed and dangerous’ since the gun detectives say he had has not been recovered.

He’s 24 years old and last known to be living in Federal Way.

FUGITIVES WANTED IN MOUNTLAKE TERRACE July 31, 2019 --
Mountlake Terrace Police are asking for your help to locate a black Dodge Nitro used in a shootout last Friday, July 26th at about 8:45 pm.

Mountlake Terrace patrol was dispatched to a 911 call concerning multiple subjects firing guns at each other in the 21900 block of 64th Ave. W. Officers located a black Jeep and have identified the three occupants inside, but they need your assistance to find the Dodge Nitro and in identifying the driver and a passenger.

"We have surveillance footage of the incident, which shows two subjects firing at a car, two cars then kind of get into a collision and both cars flee the area with one of the subjects fleeing on foot. It’s an area that’s heavily populated and it’s also a lot of foot traffic. It’s daylight hours. We have a festival going on where we have a parade, we have a carnival, there’s just a lot of people out moving around and this is a concern of ours, because obviously bullets were flying everywhere and we’re really afraid people could have been hit, innocent bystanders," said Det. Carl Cronk with the Mountlake Terrace Police Department.

FUGITIVE WANTED August 23, 2019 —
Convicted child rapist, Joseph Iacolucci, is wanted again in Snohomish County for failing to register as a sex offender.

You helped catch him last year when he was wanted for the same thing.

Iacolucci has a history of lying about his name to the women in his life, is verbally abusive, known to be a heavy drinker and targets vulnerable people to get them to support him.

He’s now being hunted by the U.S. Marshals led Western District of Washington Violent Offender Task Force. “We gotta get this guy off the streets. This is part of the roundup that we did in Snohomish County a couple of weeks ago. We’re still out there. I hear you out there.
